[Bug][MOBILE]: docs site theme manager picker values are not changing sp-theme properties #4471

Expected behavior

In Mobile view pickers in theme-manager should be able to change theme styles

Actual behavior

In Mobile view pickers in theme-manager not able to change any theme properties

How can we reproduce this issue?

  1. Go to https://opensource.adobe.com/spectrum-web-components/
  2. Click on Developer Tools
  3. Go to MOBILE VIEW
  4. Click on any system, color, scale
  5. See it doesnt change any properties
