We have identified an issue in our project where the global-vars.css file is experiencing multiple entries of the same CSS variable. This redundancy is causing unnecessary bloating of the CSS file.
Motivation and context
Now that we are cleaning the file before populating it, hence global-vars.css is not experiencing multiple entries of the same CSS variable.
Types of changes

[ ] Breaking change (fix or feature that would cause existing functionality to change)
[x] Chore (minor updates related to the tooling or maintenance of the repository, does not impact compiled assets)
[x] I have reviewed at the Accessibility Practices for this feature, see: Aria Practices
