Holding down the option key and dragging a page to duplicate it does not work, but the UI seems to suggest that it should. The cursor changes to show the plus sign indicating that you will be copying and adding a new page. There is also an outline of the page you are dragging as well as insertion indicators, but on release, nothing happens.
It should work just like it does in the States panel: Select a state, hold down option and drag to duplicate and insert the new in the desired spot.
My workaround is to right click on the page and select "Duplicate Page" from the contextual menu. This works okay, but then I need to move the page where I intend for it to be.
