configure does not check all dependencies

Need to add configure checks for these dependencies:

• [ ] gsl
• [ ] bz2 When these dependencies are missing, their absence only gets detected during compilation

@andershenja would you be able to add these two to the configure script? These aren't standard libraries on all systems, so people may forget to install them as required system dependencies
