Damn, I didn't know AMD broke The Witcher 1, that sucks.
Before you report this issue to the, please check a couple of things:
If the problem persists, you can ask the wine devs here: https://forum.winehq.org/
Using MSI afterburner, make sure that the Vega 8 in your processor is not bottlenecking you. If it is, lower the resolution, I doubt it can run that game in 1080p
It's the Vega 8, it's running 80% to 100%, what do I do? I am on a 768x1366 monitor.
Damn, that's terrible performance for a Vega 8, did you check the RAM configuration?
I do not think the issue is with the hardware, as I can play No Man's Sky at mostly 60fps. Most games run well, and I know that with this configuration the game should run well. How do I profile the "bridging" between DirectX9 and OpenGL/Vulkan?
I guess you can use apitrace but I don't think it will be of much help. I suggested checking the RAM speed, since that's usually the biggest bottleneck for integrated graphics. By the way, did you try different versions of WineD3D, or just the Vulkan one?

Just the Vulkan.
Try the older opengl builds, it might work better for that game.

Working at 20fps, more constant (less spikes). RAM is at 2133 Mhz, dual channel, which is correct.
Edit: for reference Vulkan goes at 15fps with heavy spiking (down).
Edit 2: Most of the issues come from the rain. Game is now running at >20fps (with non Vulkan version).
I am using this as a compatibility tool, for The Witcher: Enhanced Edition, this is the only way I could find the game would start (on Ryzen 3 3200G, v20.4.1). The perfomance is very poor though, which doesn't really make sense, where do I report / find a fix?
