Scrollbar always displayed #119

The program should turn off any scroll widgets that aren't actually
necessary - i.e. when there isn't enough content in any given portion of
the window to necessitate a scroll opion.

Forgot to mention:  This is Ubuntu 9.04 ("Jaunty") with XFCE 4.6.0, using 
TransGUI
v1.1 from your official build.
