Enhancement - possibility to delete announcements. #150

Some trackers, such as torrents.ru, generate torrent files with several 
announcments on different torrent trackers. Forom torrens.ru i get torren 
with announsmen on torrents.ru, and with a second announsmen on 
retracker.local. Transmission-daemon uses only one announsment, as in 
specification on bit-torrent technology. Insomecases transmission begins 
to use the announsmenon retracker.local, so i dong get profit on private 
tracker in this case. One of the desision is to allow in yourclien to 
delete unneeded announsmen ofthe torrent. 

I use only transmission daemon + web interface + transmission-remote. But 
in the web interface there is now opportunity to delete announcements too :

Such feature is out of scope of this program.
There are .torrent editing tools.
