Repeatable Event Tag #97

Events should have a tag that decides whether or not a specific event is repeatable. This would allow for one-off-events where the repercussions or rarity of the circumstances can easier be put into gameplay terms. This tag is optional and defaults to true to keep compatibility with the currently created events.
