Disable Ember.js v4 scenarios, use npm in GH actions and make CI pass #108

@snewcomer Please note ember-cli-changelogand ember-cli-release were removed as they were braking build.

Those addons and not supported any more and in wider community there is tendency to to use release-it and lerna-changelog instead anyways.
