XLC 13 fails to run on AIX 7.3 #491

While there might be a PTF as the message details, the documentation for xlc v13 does not have AIX 7.3 listed as supported. https://www.ibm.com/support/pages/ibm-xl-cc-runtime-aix-1313#PREREQ

The compile and test job are successful when using xlc16 which is installed for my AIX system.
