Adoptium make_devkit Tools.gmk Centos7 URl now needs to point to vault now EOL #1089

Now Centos7 mirror packages have all moved to the vault, the devkit Tool.gmk.patch needs to use the vault. It is also missing the required noarch.GPG key that may not already be present on a build OS.
