Add minideb linux #517

Create eclipse-temurin image base on minideb linux which has 24-hour update cycle so has less security vulnerabilities

@nathluu I've added this to the PMC agenda but I'm not sure how successful we will be here. One of the restrictions we have is that we can only use official image bases that have been blessed by the docker maintainers.

@nathluu sorry for the delay. We discussed this at the PMC and due to limitations that only allow us to have official images as a base image we will not be able to proceed here. Thanks again for raising a PR but I'm afraid I'll have to close this one out.
