Tested with Microsoft binaries in AzDO pipelines

@karianna @gdams, this includes only minor edits to BuildSetupTranslationTransform.cmd and Build.OpenJDK_generic.cmd, maybe this can make it in before the release? (The rest is just the addition of Microsoft specific templates)
