Add JDK23 For September 2023 CPU #998

Fixes #999

Add necessary files and logic for JDK23.

Currently in draft, until packages are available for checksum updates etc.

Thanks @theofficialgman  , I'll incorporate this change into the JDK23 release. Assuming it all works OK , I'll look to add similar updates for the other installers during the October CPU cycle.
