Analyse build pipeline execution times/capacity to ensure win32 pipelines don't block win64 #3065

There have been some concern during the release cycle relating to win32 pipelines taking priority over win64 during the release cycles. Ideally we should have sufficient capacity to perform both in parallel but there have been some outages recently. We should look at our capacity for the weekend runs (equivalent to the release pipelines) and determine if we have sufficient capacity for runnign both in parallel so that the win64 pipelines are not unnecessarily disadvantaged.
