As per earlier discussions - we won't create the PR until the release cycle, but will have an issue to capture what needs to go into it.
In theory we could have a template for this, although we already have a template for the final blog post text and I'd rather not cause confusion. The post is nothing formal - just needs to be a dumping ground in the comments for things to remember.
