Lion Editor Doesn't support All Ingame Level Ranges #14

What steps will reproduce the problem?
1. Set Any character's level to "0"
2. Reload game in Lion Editor, and the character is gone (And will be
removed from the game if you upload this save to a PSP).
3. In the game, however, a unit can be level 0.

What version of the product are you using? On what operating system?
Current Top, Windows XP Service Pack 2

Please provide any additional information below.
Not particurally a defect, but...
