Upgrading the build system of datasafe

We have been having a lot of difficulties building datasafe.

• the java version limiting to Java17
• the requirement of having docker engine running in the target environment for building a distribution
• the documentation of the build system

We are intending to modify the build system, such that the code can be checked out and built with minimal requirements.

We will be documenting the procedure, such that a consumer can have it up and running in a couple of minutes.
