Create a github actions workflow for publishing process of SecureStorage2.0 library

On new tag run these steps:

AssembleDebug
Run Tests
Publish library aar to jCenter
Upload debug apk as github release (https://github.com/ShaunLWM/action-release-debugapk)
Notify adorsys slack channel
