feature: add a scroll-snap-* #99

I think it would be great to add scroll-snap-* properties to this plugin, for example: scroll-snap-type scroll-snap-align scroll-snap-stop scroll-snap-points-x|y

All have about 95% support

I didn't see it. tailwindcss already has support for these properties
