A golem is a mob that only spawns under certain conditions, but never naturally "out of thin air". Shulkers are considered to be golems because they do not spawn naturally. Instead, they are embedded in the structure data of an End City itself. This also means that they will always spawn at the same position for every respective structure piece (for example, there are always 2 shulkers clinged to the End City main entrance, which is at the very bottom of the entire structure).
