doc: add api interface #85

Sorry for the delay I have to spin this up locally and see what the docs look like

The formatting of the API docs isn't perfect, certainly not as good as is achievable using Sphinx, but at least it's simple and looks good enough for a reference page. Thank you @woile and sorry for the delay!
