Same problem here on Samsung Galaxy S, Android 2.3.6, Mileage 3.1.1.
According to what I could see on aiCharts web site, the /assets/license.lic
file should be in your development environment, not on the phone itself.
The aiCharts demo application works.
Apart from that, I like this application. If you intend to support multiple
languages, I may volunteer to create the French translation.

I am wondering if this is not an issue with the version available on f-droid.
The f-droid version is build by f-droid, and the license file may not be
available in their environment.
I'll try to switch to the google play version to check and let you know.

Confirmed: the version from Google play does not ask for the license file.
To switch to the google play version, you need to save your Mileage data first
(via the export command), then uninstall the f-droid version, install the
google-play version, import the data you have saved, and here you go.
Maybe the author should arrange with the f-droid team to publish the proper
binary.
