New Forest scraper raises IndexError for 27/3/2009 #43

If you run the attached script test_newForest.py, it tries to get 
applications from New Forest DC, but raises
IndexError: list index out of range.

Other days where there are registered applications (like 21/04/2009) have 
the same problem.

newforest.patch (against r1213) fixes this.
