Scraper for new PublicAccess sites #49

There is a new version of PublicAccess as of about September, which broke the 
existing scraper.  Cambridge and Torbay are using it, and possibly others too.

Attached is a scraper which works for

Torbay: http://www.torbay.gov.uk/newpublicaccess/
Cambridge: http://idox.cambridge.gov.uk/online-applications/
