Will not write to system sms database - KitKat on Moto X

What steps will reproduce the problem?
1.Send sms using websms
2.Check system sms database
3.sms does not appear

What is the expected output? What do you see instead?

Should appear in message app database after sent, but doesn't.

4.7.1 on KitKat on Motorola Moto X

What version of the product are you using? "Last" is not appropriate. Make
sure you tell at least which app you are using. On what operating system?

Please provide any additional information below.

Has always worked and recorded websms sent msgs on all my other devices but 
doesn't work on this latest operating system
