Refreshing an expired token from an authenticated user resets the rate limit for the client #161

If an expired token is refreshed, the client's ratelimit is reset to 1 and its previous value is lost. This affects CarpenterBee, especially related to https://github.com/adsabs/adsws/issues/156.
