Better error handling on get-profile view #20

If a user's profile is locked (e.g. a broken testing account, ID 0000-0002-0172-7506) the service is generating an exception. Add logic for this - ORCID is passing back a 409.

After reviewing logs and how other services are handling errors like these, I think these errors are being handled appropriately. Closing for now.
