Feature: allow local testing #1

This adds a docker script with some python glue code to allow for a certain degree of local testing.

Please check if you like the general approach. I had to move the templates and static directories into "web" because I didn't know how else to get it to run. I have zero Python knowledge and almost zero docker knowledge 😬

not ideal but I can adjust things on my end to make it work

btw - moving all the files but renaming one of them in the move... that's not nice... broke the site for a short while

sorry, yeah… home.html, right? wasn't sure if the initial naming wasn't a hiccup anyways and how close "this" is to your live site. Very close, apparently: I'll be more careful in the future :)
