change account status #58

Tests showed that regular user is allowed to change bits: 2-4, 9-16 of another local account (main account). According to wiki:

Any user is authorized to change the second, the third and the fourth status bits of another account in the same node.

Bits 9-16 are not desribed in wiki. Does wiki need update or is it bug?
