@mikeballew01, I can still reproduce it from the first attempt. Can you share your test script of how you try to reproduce it?
I don't have a script created just yet. However, in this case I followed the video provided in the ticket and added a widget/footer text to my test sites and didn't get any extra space. I tested this first by just adding text. The second test I removed all widgets/footers on my test sites and then added the text again. In both tests I saw no extra space.
The footer gets extra empty space when a WordPress widget is added to it. Tested with the Text widget. If we don't support WordPress Widgets in the foot, adding them there should influence on footer's size.
