Bulk update address Issue #39

e.g. Arthur Chaffer in NNSW HQ Imported via bulk upload. Address shows as state bing 'nsw' and matches correctly with the map. However when you click to edit the address - it has state as ACT

Happens to a number of addresses - I have corrected most of them, but left this one as an example

if the state was lowercase this would have caused the issue as the station needs to be uppercase.

To help deal with these issues, I've reworked the uploader for region field such that it tries to automatically correct the state. e.g. was => now nsw => NSW NSW => NSW New South WALES => NSW New S wales => New S wales

This is ready to go live in the next version and should hopefully fix the most common fails for any new uploads that happen
