New Rabbit channel for fast tracking ingestion initilization

Detailed Description

When multiple users signup at the same time and upload files, it initialization messages fall to the end of the queue after batches. We need a special route to fast track the batching process to help alleviate this.

Context

Will help mostly with large numbers of users onboarding at the same time
