Adds HotFix for exceeding Firestore requests:

• Adds hcm_dev.csv to root (contains about 10 records)
• uploadHcmDataTest.js adds hcm_dev to hcm_dev collection in Firestore
• added command to package.json to run uploadHcmDataTest.js

IMPORTANT

Add "setup" collection with a document (id = "t9nDhhUYoy7g5XWvqm0u") and field="hcm_data_uploaded" : FALSE
