[Improvement] Update and Optimization of handleRequest function #3

Update the handleRequest function to handle requests for files.pythonhosted.org for the pypi project, optimizing response handling.
In the handling of docker-ce requests, the extra '/' in the URL was deleted to ensure the correctness of the URL.
Added support for the tailscale project, allowing requests to be redirected to the correct URL.
