The German (de) localization was updated for the Sync Clippings help dialog in the extension preferences page. However, it was discovered after releasing version 6.4.3 that the wrong quotation marks were used (and they were not even consistent - a mix of English "straight" quotes and “curly” quotes were used in the translation).
The inward-facing »guillemets« are the correct quotation marks (die Anführungszeichen) that should be used[1], and are consistent with other German translations of the UI strings in Clippings.
