Empty state UI doesn't go away when retrying sync #66

Steps to repro:

  1. Turn on reading list sync. Log in to a Dropbox account where there are zero reading list items saved to it
  2. Disconnect from the network
  3. Open the sidebar and wait for the network connection to timeout
  4. Click "Try Again" in the message bar

Actual result: The "Add to Reading List" empty state UI remains visible while the progress bar is redisplayed

Expected result: The empty state UI should disappear when the progress bar is redisplayed after the user retries connecting to the network
