For the actions, this updates:

Adds newer gcc and clang compilers
Makes the "use_single_header" matrix option actually work
Switches the Ubuntu OS to 22.04 if needed for testing new compilers
Switches to macos-12 for Mac tests
Removes the use of ninja build on Linux
Makes the builds use 1 core as some builds run out of memory when parallelized

For the builds themselves, this updates:

Adding a 4GB RAM limit for whether link time optimizations are enables
Makes sure the tests are only linked to the library when not using the single header file
