save the chosen language for the user

If a user has a chosen language other than the default english, save it as a setting and render with this language on next visit.

(a language can be chosen either via the langugage picker or by arriving through a language specific domain)

imo this'd be important for all non-english users on each refresh they are forced to re-select their language.
