Allow a admin user to "reset" another admins TFA #13

Feature request: Allow another admin to remove the TFA from another admins account, thus forcing them to re-enable TFA the next time they log in. This would be useful in circumstances where a user has lost their google account and can't log in.

It would be a good idea to restrict this functionality to a certain group.
