Adds the following features:

Options now support ranges.
Options can now be overridden for specific mutations.
Categories have a more rational name (loop_mut vs. LoopConfig)

Also performs the following:

Allows nested generics (Vec<Option<...>>), leading to a vastly less limiting set of types that are compatible with MutConfig.
Restructures code to be more organized.
