In the hero of the product page, there are three possible document links:
Technical Documents
Safety Data Sheets
Technical Data Sheets
It is probably feasible to only require the author provide the links for the sections that will actually have a link; it seems these three things are on every page today.
It is entirely plausible to implement this as a special auto-block set of logic that applies to the first section of a product page rather than an elaborate component -- do what makes authoring easier!
Keep in mind there is an optional brochure block that could go in this first section but does not always appear, that is a separate story.

In the mobile view, this section is mostly the same, but the document links are vertically stacked.
