Resource Center Template Refactor

Created a new approach to handling sidebar pages - this effectively uses a dummy block to indicate where the content should split between left & right.

Sidebar Right -> 75/25 column split
Sidebar Left - 25/75 Column split (CSS not defined yet but easy to add)

Fix #141
