NFR: CTAs/links for relative URLs #96

Description

The content team needs the ability to add CTAs/links for the relative URL. Right now, the system or process requires the use of absolute URLs for all internal pages, which means each time content is duplicated (for example, when a new press release is published down to each market site), URLs need to be manually added with the full domain path. This is time-consuming, especially when content needs to be pushed or duplicated across different areas of the site
