[ENH] First PR for forecasting module #2362

the new forecasting module. See https://github.com/aeon-toolkit/aeon-admin/pull/14 for some discussion.

this just has dummy, regression and a numba version of ETS. @alexbanwell1 has an autoets version too, but I'd like to get this in first, make sure it all works.
