request: add hot-linking to linter rules #14

The linter rules being in the same site as aep.dev is amazing! It'd be great to be able to link to specific rules as well. Currently I think I can only link to https://beta.aep.dev/tooling/linter/rules/0004/.

Each rule has a h1 in the accordion. You can do something like this: https://beta.aep.dev/tooling/linter/rules/0124#resource-reference-package

Ack! Sorry I assumed it was possible, but getting those URLs are not simple.

Could you add an icon that has the hotlink so we can easily grab those? Here's an example on my own website: https://y.tsutsumi.io/reading-steam-game-recordings#the-punchline.

But I think it's more intuitive to use the link emoji :link:
