Feature Request: support uploading a file to an API.

I'm afraid I've never made a concourse resource or coded in Python. I'm looking for a concourse resource that could upload a file to a rest API.

Sorry for the late reply. I think it would be a nice feature, but I cannot dedicate the time for it now. If someone wants to make a PR for it including tests I would be happy to merge it.
