Added a Dockerfile which compiles custom versions of OpenSSL and the OpenSSL Ruby extension, and instructions on how to build, pull or use.
@aeris I didn't know if you'd be ok to merge the PR and to push the images to the Docker Hub (or preferably, to setup an automated build on th Docker Hub). If you don't, let me know, I'll remove the docker pull instruction from the DOCKER.md file. For the same reason, I put my name as the MAINTAINER of the Dockerfile, I'd be glad to change it to whatever name / email address.
