Organize GH project structure #2

Currently, the project is awkwardly contained in a doc/ directory, with Django source code and a ipython notebook adjacent. Rearrange this to make more sense.

Ultimately, this GH project should contain the final code used to maintain this website, with additional data prep scripts as necessary.
