Bower cache #234

Deploys are currently failing to Heroku from a combination of this: npm ERR! Error: SELF_SIGNED_CERT_IN_CHAIN, and this: bower/bower#933

This PR resolves the second issue by forcing a local app-cache for bower components. As for npm; LOL.

Going to FYI this one in because I am mad as fuck and this is just tool config changes and is blocking things going to production.
